Introduction

Egypt has revealed its plan to address the imminent danger that will arise from expanding the use of artificial intelligence technologies.

The Ministerial Council’s Information and Decision Support Center announced the government’s plan to address the challenges of AI technologies and Egypt’s role in formulating several ethical guidelines for AI in various international organizations such as the Organization for Economic Co-operation and Development, UNESCO, and the Group of Twenty, and its leadership of groups working to unify ethical recommendations for artificial intelligence regionally within the African Union and the League of Arab States.

The center revealed that Egypt launched the National AI Strategy in July 2021 and the Egyptian Charter for Responsible AI was launched last April to crystallize regulatory frameworks for the ethical and responsible use of artificial intelligence. artificial intelligence technologies in Egyptian society, which helps ensure the management, development and dissemination of its systems in the country and their use in an aware and responsible way.

Activate 5 key principles

The charter aims to activate 5 basic principles, which are humanity as a destination, transparency, interpretability, justice, accountability and security, following around 13 general guidelines, as rules completeas well as 16 implementation guidelines; This primarily applies to any entity that develops, deploys or operates an AI system.

The Information Center has indicated that AI ethics are defined as a set of principles, guidelines, and standard guidance that AI developers and users should follow in designing and using human rights technologies.


Principles of Ethical AI

The center revealed the principles contained in the ethical rules of artificial intelligence, which are neutrality and impartiality, as artificial intelligence systems must be designed to ensure that the results and the decisions they provide are fair and impartial, as well as avoid discrimination based on race, religion, gender, age, or socioeconomic status Treat all individuals in a fair and equitable way, so as not to exacerbate existing cultural and social prejudices.

The center indicates that the second principle is transparency and interpretability, which means that AI systems must be transparent by providing justifications and explanations for the decisions and actions they take, which helps build credibility, as well as enabling users to understand the working mechanisms of artificial intelligence systems, including data and algorithms, involved in decision-making processes and the results it provides.


Respect for privacy and data protection

The third principle of the Egyptian Charter includes respect for privacy and data protection, as judicial and rigorous measures must be implemented to ensure that privacy is not violated and that the personal data of users of artificial intelligence systems are protected, using personal data only for the specified purposes, provided that the user agrees agreement and hide his identity.

The fourth principle established by Egypt enshrines accountability and accountability, in AI system developers and relevant authorities must take responsibility and be held accountable for the effects and results of such systems, as well as establish mechanisms to address and correct potential harms that may arise from the digital systems that are devised.

The fifth principle includes the grip in consideration of security and safety by taking the necessary measures to reduce the risks associated with artificial intelligence technologies and preventing the possibility of their malicious or criminal use, as well as protecting them from pration and unauthorized access to user data and information.

Interestingly, according to Egyptian official statistics, the AI ​​market size is expected to grow by at least 120% year-on-year and the global AI market value will reach about $1.59 trillion by 2030, which poses more moral challenges related to growing reliance on its technology.
